Why was I charged because someone left a voicemail?

The mailbox lives on the home account
A message you never played can still be a divert on a roaming line.
You can be charged because someone left a voicemail. The call was not answered, so it was diverted to a mailbox that belongs to your home network, while your home SIM was registered abroad. Some plans treat that divert as a call. Some treat it as the event that starts a daily pass. Playing the message can be a further event. The travel eSIM does not host the mailbox, and it did not take the message.
The short answer
The charge is the home network’s rule for a divert, or for playing voicemail while roaming. Turn voicemail off before you fly if their app allows it. Or turn the home line off, so calls are not diverted from a foreign tower.
Why This Matters
Voicemail feels like something that happened to someone else. On a roaming plan it is something your line asked the network to do: send this call to the mailbox.
The divert and the playback are two events
The divert happens when a call is not answered and the line is on, so the network can apply your forwarding. The playback happens when you open Visual Voicemail or dial the mailbox. That download uses the data line. If the data line is the travel eSIM, the audio uses travel data. Networks do not all price these the same way. Some include the divert and bill the playback. Some start a daily pass on the divert, and then the playback is inside the pass. Some only bill if you call the mailbox from abroad. Your bill may say voicemail, divert, or just the daily product. Ask them which of the two events they counted.
How a travel plan fits in
Deleting the alert does not undo the divert
The divert already happened when the message was stored. Clearing the badge does not reverse the event your network counted. The next call can divert again until voicemail or the line is off.
It does not replace voicemail. People who call your home number still reach your home network’s mailbox. To stop the charge, change that mailbox, or take the home SIM off the foreign network before the call arrives. Do this at home, in the network’s app, on Wi-Fi. A forwarding code dialled after you land can be billed as a roaming call. The code also differs by network, so do not copy one from a forum. Keep cellular data switching off, so that opening the voicemail screen cannot move a download onto the home SIM. iPhone calls that control Allow Cellular Data Switching. Android uses Auto data switch or Switch mobile data automatically.
A message he never opened
Neil lands, and the home line registers. A delivery driver leaves a voicemail, which he deletes without playing. The daily pass is already on the account, because the divert was the trigger in his plan. His travel eSIM use is a map download from the airport to the hotel. He asks the network which event they counted. He turns voicemail off in their app for the rest of the trip. He leaves the line off, except when he is making a call himself.

Final Thoughts
Turn voicemail off in the home network’s app before you fly. Or turn the home line off, so a divert cannot start abroad.
